Major Personal Initiatives

  • Initiated and secured School Board support for paying for industry certification testing similar to AP and IB testing so that our students have better and more employable job skills upon graduation
  • Leader in moving the School Board to all electronic communications and documents
  • Helped develop resolution to ensure that high school start times would be after 8 a.m. SBM
  • Created, initiated and secured School Board support for the annual Student Leadership Development Program which was inspired by a South County student.
  • Initiated annual Mt. Vernon District Education Town meetings, held in October, to provide each resident an opportunity to meet and question their elected School Board Members and the Superintendent
  • Led efforts as Public Engagement Committee Chairman to increase School Board Member communications and outreach through enhanced profiles, newsletters, websites, Keep-In-Touch (KIT) messaging to students, parents and community
  • Led the development of the School Board Public Engagement Summary document, the community engagement essential to its creation, and new forums for public engagement such as our Budget Dialogues and roundtables
  • Led the change to increase flexibility for speaking at School Board meetings by adding extra speaker slots and public hearings and for Board Members to be able to specially recognize or honor excellence by individuals or organizations
  • Created and led the implementation of the annual Education Summit
  • Initiated and led the change to move the School Board’s annual organizational meeting and committee assignments from January to July so that they would coincide with the school year
  • Initiated and led the efforts that resulted in School Board Members going from 1/3 to ½ of a staff support person which also ultimately funded a new Auditor General  and audit manager positions
  • In May 2013 and May 2014, led and secured Board approval of the motions to direct the superintendent to develop the FY 2015 and FY2016 budgets with employee (teacher) compensation as the Board’s first priority
  • Initiated and was successful in getting additional state funding that reduced class sizes for Lorton Station Elementary School
  • Initiated and was successful in getting health insurance benefits our parent liaisons
  • Initiated, persuaded and helped negotiate the discounted purchase of a property adjacent to Woodlawn Elementary School, making possible its current expansion and renovation
  • Initiated and was successful in changing school transportation late bus policy to permit walkers to ride the bus as long as it is on the bus route
  • Initiated and secured School Board support for a Student Rights & Responsibilities (SR&R) change to provide right of appeal to School Board for all students recommended for expulsion
  • Initiated and secured a series of School Board approvals (with the support of the South County Middle Schools Solutions Group and Liz Bradsher) to fund a new South County Middle School, over staff’s strong objections, by leveraging $10 million from the Board of Supervisors and designing creative financing for its design and construction so as to not impact other FCPS construction projects while saving $35 million in new construction costs
  • Initiated motion and secured support to create the “Community Committee on SR&R”, which resulted in major changes to FCPS’s philosophy, approach and outcomes in student discipline
  • Initiated with Sandy Evans a policy change, adopted by the Board, that eliminated smoking on school grounds

 General Achievements

  • Successfully conducted community engagements and two national searches and the hiring of new Superintendents:  Dr. Karen Garza and Dr. Jack Dale
  • Advocated for and supported the return to full-day elementary school Mondays after more than 40 years
  • Improved academic performance even though increased poverty, English Speakers of Other Languages (ESOL), special education and diversity with lower per student funding.
  • Elementary schools staffing formula that provides additional resources to schools based upon the number of free/reduced meals and limited English speaking students.
  • Middle schools staffing formula that provides additional resources to schools based upon the number of free/reduced meals and limited English speaking students.
  • High schools staffing formula that provides additional resources to schools based upon the number of free/reduced meals and limited English speaking students.
  • Special Education staffing formula that provides additional resources to schools with more SE students
  • Created Beliefs, Vision and new Mission Statements to better reflect our 21st Century learning needs
  • Created three broad Student Achievement Goals that recognized FCPS’s education focus on the whole student and learning, not just SOL results
    • Academics- Added new expectations for technology, understanding other cultures and a second language
    • Essential Life Skills- Created a new broad goal area focused on developing the whole child that reinforce cultural values
    • Responsibility to the Community- Created goals to make sure that we were creating knowledgeable, well-rounded citizens.
  • Created Operations Goals for every area of FCPS to identify clear goals, objectives and best practice outcomes and annual reporting to the SB
  • A Board-initiated third party review of our Food and Nutrition Services resulted in adopting new policies for local purchasing, lunch start times, vending machines, additives and preservatives, and fresh fruit and vegetable bars.
  • Portrait of a Graduate to make clearer the skills and expectations that we have for each FCPS graduate
  • Strategic Plan (in progress) to provide more specific 3-5 years goals and expectations for system-wide achievement
